What Irish teachers should know first

Almost everything written about Saudi sponsorship online is out of date, so start here. On 4 November 2020 the Ministry of Human Resources and Social Development (HRSD) announced the Labor Reform Initiative, which came into effect on 14 March 2021 and applies to all expatriate workers in the private sector. The Ministry’s own statement sets out three changes. Job mobility: an expatriate worker may transfer between employers on the expiry of the binding work contract without the employer’s consent, and during the term of the contract subject to a notice period and specified measures. Exit and re-entry: an expatriate worker may travel outside the Kingdom without the employer’s approval after submitting a request, with the employer notified electronically of the departure. Final exit: an expatriate worker may leave the Kingdom at the end of the employment contract without the employer’s consent, again with electronic notification, and bearing any financial consequences of breaking the contract early. All three are delivered through the Absher app and the Ministry’s Qiwa portal.

Read that carefully, because it is a reform of sponsorship rather than its abolition. Your residence permit is still issued against a named employer, the Ministry’s mobility rules turn on your contract having been digitally documented in the first place, and the transfer routes carry notice periods and conditions. The single most useful thing you can do before you accept a Saudi post is confirm that your contract has been documented on Qiwa — the Ministry lists digital documentation of work contracts as the foundation the whole initiative rests on. An undocumented contract leaves you outside the protections above.

On money, we will give you the riyal and be straight about the rest. The Saudi Central Bank maintains the riyal’s peg to the US dollar at SAR 3.75 to USD 1, so the riyal-to-dollar leg is an official, published rate. The euro leg is not: the Saudi riyal is not covered by European Central Bank reference rates, so any euro figure we printed would be our own arithmetic against an unverified rate. Where you see a euro salary quoted for Saudi Arabia, treat it as approximate; the riyal figure is the reliable one. We also have no audited salary figure for English teachers in Saudi Arabia from the Ministry of Human Resources and Social Development or the General Authority for Statistics, and we are not going to publish an estimate dressed up as a statistic. The packages in this market are real and often generous, but the number that matters is the one written into your own contract, not an average from a job board.

Ireland’s Department of Foreign Affairs rates Saudi Arabia Avoid Non-Essential Travel, the second-highest of its four security ratings, on advice still current at 8 September 2026 and last updated on 8 May 2026. A separate DFA consular update on the Gulf and Middle East, last updated 31 March 2026, strongly advises Irish citizens against non-essential travel to Saudi Arabia among other states in the region. That is the Department’s assessment, not ours, and it changes; check ireland.ie before you sign.

Some readers carry more legal exposure than others and it is more useful to say so than to leave it out. The DFA’s Local Laws and Customs guidance states that homosexuality and homosexual activity is illegal in many countries, that drinking in public is often illegal and that some countries prohibit alcohol entirely; its LGBTIQ+ guidance states that homosexual relations are illegal in several countries and can carry heavy penalties, and that a same-sex partnership may not be recognised while you travel; its guidance for female travellers notes that some jurisdictions place legal impediments on a woman’s ability to travel within or leave the country unaccompanied, and that seeking redress for violence can be substantially harder.
